Home Built PC freezing since day 1, probable power issue

I buit a pc nearly a year ago and it has been freezing randomly allowing now imputs and keeping the same image and the last note buzzes through earphones for the 0-5 seconds.
I've used CPUID HWmonitor to read off the voltages being supplied and it says that they are:

CPU Vcore 1.428v 1.080v
Vin1 1.500v 1.500v
+3.3v 2.016v 2.004v
+5v 3.407v 3.387v
+12v 7.968v 7.920v
-12v -2.640v -2.688v
-5v -8.880v -8.880v
+5v vcch 2.782v 2.782v
VBAT 1.620v 1.620v


ive tried a different power supply which also came out with the same kind of voltages.
 

both of the power supplies I've tried have had this issue of freezing, hence why I replaced it this morning

AMD FX 8350
Gigabyte 970A ud3p
Sapphire Radeon r9 280x graphics card
Raptor Corsair 16 Gb Ram cards (2X 8gb)
seagate 1Tb hard drive
Evga nex650g original powersupply
corsair cs650m replacement
 


neither made any difference to the situation, took me a while to change the bios but made no difference. could it be that the motherboard is affecting the power supply to the components (possibly the cause for freezing as motherboard voltages using HW monitors shows wrong voltages), so would replacing for a different/ better brand or make work?
