Home movie editor

I've converted the most useable parts of my parents various super8 movies into a single mpg file . Between aging damage, over exposure, and under exposure, there are very few clear looking clips. Is there free software that will let me (clip by clip) make contrast/brightness/color changes to my priceless (to me) video?
