Home screen never boots, just a blue screen

I got my daughter a laptop and now when she turns it on, NOTHING boots up, NOT even the home screen! The entire screen is blue and it never boots. Is the laptop ruined or can I fix it?

Which system are you running on that laptop? I might move this to a better section if you post that information because this isn't a display problem.

In any Windows system before Windows 8, you can tap the Function 8 key as you power up teh machine and select on of the Safe Mode options. That loads fewer drivers than the normal system and may show you what's wrong.
