Homebuilt: Fans+LEDs turn on but no beeps or display

As the title states, my newly built computer does not boot as the fans and LEDs turn on but there is no beeps or signal coming through to the display. Also, after about 30 to 60 seconds the computer will turn off (by itself - LEDs and fans off) and turn back on, looping indefinitely.
Parts:
CPU: i3 4160
Motherboard: ASrock H81M-HDS
Memory: GSkill Ripjaws-X 2x4gb
Storage: WD Blue 1tb
GPU: MSI GTX 750TI
PSU: Corsair CX430M

Can be MB, PSU, RAM or HDD. More than likely to be the MB though.

Make sure all your power sources are plugged in securely. If you boot your system without the CPU power or GPU power connected, it will exhibit this behavior. Also reseat all your RAM and any USB peripherals should be removed to rule out component failure.

The most common issue is failing to plug in the 4 (or 8) pin cpu power connector from psu into motherboard

I have plugged in the CPU power connector... I think. On the motherboard is a 4 pin female connector and the PSU supplied an 8 pin male. I snapped the 8 pin into 2x4 pins and plugged one of these 4 pins into the motherboard, with the other one hanging out. Does it matter which one is plugged into the motherboard?
I have also tried with the integrated graphics and the dedicated graphics too...
