Homebuilt PC cannot download AMD drivers

Hello,

I have two severe problems with my homebuilt PC:

1. I cannot download AMD drivers for my Radeon Rx480 graphics card.

2. After a certain period of time, my computer stops sending input to my monitor.

When I attempt to download the latest AMD drivers and then check the error logs it comes up with the following error :
the driver package did not preinstall because files that are referenced by the INF file could not be found.


While the AMD driver detector software detects the Radeon Rx480, my computer does not, and only recognizes the 'Microsoft Basic Display Adaptor'.

Regarding the second problem, I have checked whether my monitor cables are connected and whatnot, and if I restart my computer it fixes the problem temporarily. I am running a HDMI cable through my graphics card, rather than the integrated graphics, although it makes no difference as both suffer from this problem.

When you built your PC did it come with an AMD drivers installation disk. If so, using that shouldn't be a problem when trying to install it. Or is the problem specifically when using this official disk?
 


I burnt the disc onto a USB (as my computer lacks an optical drive) and then tried to install it, exact same error appeared. This problem happens with both official AMD drivers from the website, and the actual disk copy I have.
