Hoping someone is a genius out there?

I'm having an issue with my Element brand monitor, ELFW4017 is the model. I'm running a GTX 1060 with current drivers. (the previous driver version also showed the same problem)

When I look at my desktop for example I can see the problem very clearly with shortcut text, like "Recycle Bin". If I look at my recycle bin the text looks slightly blurred. If I move the icon up two inches or so on the desktop to a new position the text then becomes clear, and this issue repeats all the way up the screen. The icon itself blurs also but it's just very easy to see with the text itself so I know it's not a text only issue.

So basically I seem to have full screen horizontal blurry zones, stripes if you will. Any ideas? Or maybe this flat-screen is just awful.

Element isn't exactly a house hold name. Though they have been around a long time. Used to have a CRT and an AGP graphics card from them. They also sell mouse and keyboard etc.

Are you certain you are running that thing in 1080p and not 720p or something? Non-native resolutions can create issues on LCD panels.

How are you hooked up? HDMI I would hope, try one of the other inputs. You can always try Display Port to HDMI cable to see if it is the port on your card that is the problem.

Does the panel do this with any other video source?

Hooked up via HDMI, yes. And currently using 1920x1080 (native resolution)

I've fiddled with about every graphical option available and tried using a different HDMI cable but that's about as far as I've gotten in terms of troubleshooting.
