Hori Xbox controller doesn't work on new PC

I have just built a new PC and I want to use my wired Hori Pad EX 2 Turbo on it. However, I plug it in, the controller lights flash on, and then the USB 'error' sound plays and the controller does not work.

I do not know why this is happening. This same controller works on all of my other computers. I have a standard wired Xbox 360 controller and it works perfectly on my new PC. I checked an old PC and my new PC, and they both share the same drivers. Despite this, the old PC is the only one on which both controllers work.

Can anyone shed some light onto this issue? I remember seeing one other person having this problem a few years ago, but no solution was found. I'm pretty certain that the Hori controller uses only the normal Xbox 360 windows drivers, so I don't know what's going on with my new PC. Both computers used for testing are running Windows 7 x64. If it helps at all, I'm using a Gigabyte Z97X-U3DH-BK motherboard in the new computer, while the old computer is a thinkpad t430s.
 
Probably a driver problem. Install the latest drivers from the manufacturers website. Restart the computer, plug in the controller and it should say scanning device for driver software. If this doesn't work, uninstall all of the drivers for the controllers as they might be interfering, then re install from the manufacturers website.
 


I thought this too, but it did not work. I've uninstalled and re-installed multiple times and no difference is made.

I suspect that this is because, despite coming up as a unique controller under Devices, it's actually just a 360 controller from a different company. It uses the exact same drivers as the 360 pad does on windows, which haven't changed in 5 years. Re-installing just gives the same experience over and over again unfortunately.
