Horizontal bars at startup

When I startup my pc it shows the blue windows logo. After that just a black screen with two horizontal bars. One slightly thicker than the other. What is causing this? I suspect its my Graphics Card malfunctioning, but im not sure since its like 2 weeks old.

Do you have an Intel processor and are using a desktop? If so you can try using its integrated GPU to boot off of to test and see, although if it can show the windows logo then its not necessarily the problem.

What do the bars look like, if the screen is black then are they another color like red?

I wanted to try using the integrated GPU, but then it just started up normally without them. Still I have no idea what caused it and am afraid it might happen again.

The bars are white, as wide as the screen. The top one is thin and the bottom one is thick. On the right side of the screen there are also little dots above the thinner bar.
