Horizontal Flickering on Screen

i just purchased a HIS 4890 and for some reason i get a ton of Red Flickering on Most of my games now. i havent found any solution or any thread actually talking about it. what can i do can anyone help

depending on wht background color i have depends on the color of the flicker...it does it in everything i do...desktop, games, firefox....ive updated to the latest drivers and that fix nothign...it cant me my tv(samung ln40a550 because tv and ps3 on it are fine...
