Horizontal glitched lines on desktop when I watch twitch

Okay, this is a very peculiar problem I've been having for about a week now.

First off, here is my build:
CPU: Intel Core i5-4590 3.3GHz Quad-Core Processor
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard
Memory: Kingston Fury Black Series 8GB (2 x 4GB) DDR3-1600 Memory
Storage: Samsung 840 EVO 250GB 2.5" Solid State Drive
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Sapphire Radeon R9 280X 3GB Dual-X Video Card
Case: Corsair SPEC-01 RED ATX Mid Tower Case
Power Supply: Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply
Optical Drive: Lite-On iHAS124-14 DVD/CD Writer
Monitor: Asus VS248H-P 24.0" Monitor
Case Fan: Corsair SP120 57.2 CFM 120mm Fans
CPU Cooler: Cooler Master Hyper 212 EVO

I have Windows 8.1 64 bit. Whenever I watch certain Twitch streams in source quality, when I go to my desktop or start menu these glitched out looking lines appear in the upper left corner of the screen.

Here are some examples of what they look like. These don't come up in screenshots so I had to take these pics from my phone.

These lines show up when I move my cursor over any icon on my desktop. Again, this only happens when I try to watch certain Twitch streams in the highest quality. When I turn down the quality they don't appear anymore.

I am really at a loss as to the cause of this or how to make it stop. I thought it was my video card drivers so I uninstalled them, but that didn't work. I changed the DVI cables to a different one and also tried HDMI, thinking it was my monitor but that didn't work either.
I usually watch Twitch on Chrome, so I switched to Firefox thinking maybe Chrome was the problem. The problem still persists.

If anyone knows what's going on or any way to fix this, help would be greatly appreciated!

Nope. I did do a refresh install of windows 8.1 when I had some issues with updates not downloading but I don't think that has anything to do with this.
