Horizontal line artifacting ONLY in full screen

I am experiencing flickering horizontal line artifacts only in full-screen mode, not in windows. For example, The Witcher 3 in borderless fullscreen looks fine, but Crysis shows the artifacts. I have been using 3DMark to troubleshoot the problem, and have confirmed the artifacts are present in fullscreen but not windowed mode. Curiously, the artifacts are present only when loading the graphics tests, but not during the tests themselves. They return during the CPU and combined tests. They are absent in Furmark, even when loading the CPU. Removing my CPU overclock does not solve the problem.

Also curious, I managed a run of Fire Strike without artifacts immediately after re-flashing my GPU BIOSs without artifacts. After this, I opened Wattman, added a small OC, and the artifacts returned, even after settings were returned to stock.

Artifacting is usually VRAM that's corrupted, maybe only one card, maybe only one die, which would be why it's somewhat inconsistent, can you test each card individually? That would tell you if it's one or both that's the problem. Kinda sounds like it's a corruption in the 3d engine also possibly. When it's in 2d (desktop) it's using a different pathing on the card for video. 1st place to check though is VRAM.
