Horizontal lines when I play games? Also known as tears? How do I fix this?

I recently move my pc components over to a new case. After that everything was fine until I started playing games such as max payne 3 and dayz, Horizontal lines - partly transparent flashed on the screen. I did a little research and found that they were known as tears? They said that the problem was that the monitor refresh rate wasn't syncing with the game's fps rate. That enabling v sync will solve the problem. However it didn't. The thing is that I had no problem with tears before and nothings changed except that I moved components to a new case. What could be the problem and how can I solve it?
 
Yes, turning on VSync should work... Check that you used the same cable and connection type (DVI, Analog, HDMI) from computer to monitor.

Download and install FRAPS. Check out the frame rates when gaming. IF they drop below 60 then change the graphic settings to lower level of detail. Usually just reduce the level of anti aliasing from x16 to x8 for example.

 

Gpu is fitted properly i think, i just checked and I have a d-sub to vga adapter fitted in fine too. Anything else I should check?
 


Turning on vsync dosnt work, even if I watch a recorded video in media player the problem still occurs. Everything was the same as it was before when no tears were occuring so I doubt that it is a settings issue?

actually I tested it on my tv monitor (second screen) which is connected with hdmi and now tears occur. Could it be that my vga to dvi cable is broke?
 
So you are saying that tear occurs on TV with HDMI cable, not with a Monitor. It could be a broken HDMI cable or the length of the cable might have something to do. You can try with another HDMI cable.

Or you can adjust the screen resolution, aspect ratio, refresh rate, under NVidia's control panel, or there is something to tweak on TV menu.

You can try a monitor to see if the problem persists or not.
