Horizontal Screen Tearing while watching videos in any website.

Hello to all,

There is "Horizontal Tearing" while watching any videos. This problem only in Google chrome.

I noticed that it only happens while I move my courser and hover over the "Volume - Play - Scroll" menu in both normal and full screen in any website.

I tried all of these but nothing works:
1- Tried in Incognito mode
2- Clearing cache, cookies, all windows temp files.
3- Unchecked Use hardware acceleration, and Turning off "Smooth Scrolling"
4- Resetting the Chrome browser
5- Tried in Chrome Canary
6- Tried in Safe mode with networking
7- Reinstall GPU driver "Latest AMD driver"

Windows 10 Enterprise 64 bit "Dell Inspiron 5521 i7"

I really need help with this issue please. Thank you!

Go to the performance settings and try set it to BEST PERFORMANCE.

Type in the search bar - Adjust pe and press enter when you see the Adjust performance settings option

Another window shows up, click Adjust for best performance.

Okay I did it and restarted the laptop and nothing happened : (

I mean I checked the performance mode and same problem still exist.
