Horizontal Screen Tearing

So, I like to watch anime on a certain website called Crunchyroll and I've notice I'll get horizontal screen tearing about 1/3 down my screen. I've tried everything from making sure my drivers are up to date, doing a clean install of my drivers. I also forced V sync on through the nvidia control panel. I also made sure to change the theme of my OS to Aero (because for some strange reason there's a v sync lock only available through that theme) Nothing seems to be working. It also happens on YouTube I think as well. Can anyone help? I have an Nvidia EVGA Geforce GTX 660 Ti 2GB video card.

try to change video refresh rate to 24 hz from 60, you may have to enable this from nvidia panel

 


I only see options for 25 hz interlaced, 29 hz interlaced, 30 hz interlaced, 50 hz, 59hz and 60hz. Try 25 interlaced for now...?
 



you can try 25hz just for test purposes but 24 is the correct one i think you have to add the refresh rate from nvidia panel
 


No, doesn't work. I think I mentioned that this happens on YouTube as well. A straight horizontal screen tear right through the top middle of my screen. Happens in high panning scenes. Does anyone else have a solution? I really want to get this resolved as quickly as possible. This shouldn't be happening.
 
I've concluded that it's a flash problem. I tried watching a downloaded TV show to see if the screen tears occurred there, but nope. No Screen Tears while watching downloaded videos. Should I try reinstalling google chrome?

About 4 seconds in, you'll notice a horizontal screen tear about 2-3 times near the top of the image. It's always in the same spot mind you. I don't get screen tears anywhere else.
 


Yup. Happens on YouTube as well. Same exact area, windowed and fullscreen. And what do you mean happens always at the same frame....?

I'm at a loss. Should I just not use Google Chrome and try some other browser then...?
 


Yesssss. I'm pretty sure I've concluded the problem. I kept switching between Shockwave flash and Adobe flash. I noticed on this video I did a test on that it screen teared like a mofo (which was pretty regular for me anyway). Though when I disabled Shockwave and enabled Adobe, the screen tears were completely gone. I did it one more time to make sure and I got the same exact results. Chrome's integrated flash is a PoS at the moment. I'll let you know if I see any more, but I'm 90% sure that this resolved the issue. Thank you for all your help!
