Horizontal waves on display while playing?

So, I recently bought used 7870. I notice that when I play, sometimes horizontal waves will appear on the display. It happens only in-game and mostly while in menus, and not in the game itself, except with Skyrim. And its most notable as well.

Its not tearing. It looks more like some sort of interference. And for some reason, it does not look random. I tried everything I've found about it. Plug the monitor into its own socket, change the DVI-D to VGA adapter, separate the VGA cable the PC power cable as much as possible. Nothing really helped. It seems it happens less frequently than before, but I can't be sure.

I mostly want to know, if its dangerous in any way to the system? If its not, I can live with it, until I find a solution.
 
Solution
try the monitor on another computer to see if the problem follows or not as might be that used videocard you bought is causing the problem.

This happens only on some games and the problem started when I got the card, so it looks like it can be the connections or the card itself.

If its the card shouldn't a screenshot show the waves? Or its possible to affect just the screen?

 
Waves can happen and can be fixed with vysnc when it's just lots of tearing. I have a pc that does that. It's not exactly clear what type of waves and it's hard to explain but if it didn't fix it then it's not it.

It won't show in screenshots if the issue is the port or anything after as the video signal itself from the gpu can still be good.

I made a video of it. Its barely visible though. I played for a ~15-20 minutes and this was the most prominent of all. As you can see though, its still quite subtle. My guess is port/adapter/cable. I'm going to test with HDMI and see if it disappears. Since I have neither the cable nor the monitor, it may take a while.

P.S. Turn the video sound off. xD

I know what the problem is and I know 1 solution. First of all, do you use vga to dvi convertor. If you do, thats the reason why you have those waves, and solution is to buy a new monitor. I'm sorry, but that's how i fixed mine

Thanks! I do use adapter. Still haven't changed it though. I guess I got used to the waves.

I've found a little program today. It's called RadeonPro. It's not supported officialy by AMD but it does the job. It has function for DYNAMIC V-SYNC. In dynamic v-sync you set your max fps and done. And you don't have even input lag. And the best thing is in some games i even removed the waves with that program. Dynamic sync is miracle :) I mean, you can still see some lines. But you have to be in very,very dark area. Dynamic v sync is way better than normal one.
