Horizontal waves while high GPU load

Hello,

I built a pc,but when I'm playing new titles,so the gpu load goes high(in gpu-z) the screen show horizontal waving lines (like in this https://www.youtube.com/watch?v=FTk5buZwuXE,sometimes more intensive).It happens when I'm playing GTA V,Rust,The Forest,Rocket League(vsnyc fix it),CS:GO(vsync fix it),but I tried CS 1.6 as well with 600-700 fps no waves.
I put my old gtx 430 and the problem is still there,in my old pc with gtx 430 i don't get the lines in CS:GO,no space for try with the new card.

PC spec:
CPU: i5 6402p
GPU: MSI GTX 960 GAMING 2G
PSU: Corsair VS450
MOBO: MSI H110M PRO-D
RAM: HyperX Fury Black 8GB DDR4 2133MHz

I missed the fact where you said using vsynch fixed the issue, that means you are getting tearing due to refresh rates vs FPS. Try using a different output on the monitor or a different monitor.
I tested with playing a 4k60fps video in yt->100% cpu usage+cs 1.6 makes gpu 40% tdp so like 48-50W and still no waves with high fps.My old gt430's TDP is 49W and in my new pc in cs:go waving.Is there and other fact that matter?
My old PC is a brand HP with one 6 pin to mobo and a 4 pint to CPU and no 24pin.
I missed that i'm using dvi-vga adapter,but with that high fps in cs 1.6 it makes irrelevant I think.
Btw if I would went to buy a new PSU,then Seasonic S12II-430 or Seasonic S12II-520 would do the job?Or any else?

Vsync only fixes for some games,but in games like gta v,the forest where I usually don't get more then 60 frames still have the waves.In CS:GO with the same monitor and old PC (gt 430)+same adapter I can get 120 fps without waves,and even more,depending on the map I play.I only have 2 monitor with only VGA outpots,one with 75hz and newer with 60hz,both do waves with new PC(+960/430).I might buy a HDMI cable to test with TV,but the thing is that in CS 1.6 I don't get screen tearing with high fps.
Should it be water damage on mobo/vga,it was a warm day,maybe I touched a critical area and my perspiration hits it?
I will try to install other OS,maybe linux to make sure there is no software issues,currently I'm using the same windows 10 like I have in my old PC,latest driver from nvidia website.
 


A damaged video card will not look like that, it either won't work or will give you artifacts not what you are looking at.
