horizontal white lines when playing games

i have horizontal white lines when playing games. doesn't happen when a game isn't open. I have tried using vsync and triple buffering and they make the lines not flicker as much, but they are still there and very noticeable and annoying. I do have a 60hz monitor, and my PC does run most games over 80+ fps at least.
 
does your computer have a dedicated graphics card? or just uses the cpu?

windows uses cpu for graphics, and most games will use your dedicated graphics. - check latest drivers are compatible with your version of windows. (though i hear that windows 10 creators does not work well with nvidia drivers).
 


deleted 2 of my other replies because i completely forgot that dedicated means like a external video card or well just a video card in total, yes i have an Asus ROG Strix GTX 1070 OC.
 

and i don't have windows 10 creators btw, also have tried many different drivers.
 
do you use the asus bundled software?
tried turning off everything?
i would rule out monitor issues if the cpu graphics display your desktop without fault. you have got a beefy psu right? an oc 1070 in an older i7 would probably need 600+ (*i am unfamiliar with your pc build and specific card).
 

i don't use anything like that, i have a evga supernova g2 650 80+ gold with a i5-8600k

that didn't help, also i have a problem where any game that uses DirectX 10 or 11 crashes 5 or less minutes into the game. I have tried reinstalling drivers for that, it works but once i restart or install a program it seems like, it starts crashing again and i would need to reinstall drivers again. DirectX 9 works fine though.
 
i would suggest trying a windows repair/files checker, if theres an issue with direct x you could try reinstalling that too?

try creating a new post with the graphics issues tag to get the 1070 gpu gurus to spot your issue?
