Hello. I have a Samsung SyncMaster E2220N screen, which only has a VGA input. I'd connected this screen to my previous graphics card AMD Radeon HD6850 by using a VGA to DVI-I converter. I recently bought an AMD R9 290, which only has DVI-D and HDMI slots, so I went and bought a HDMI to VGA converter (the store didn't have a DVI-D to VGA) and plugged it in using this new converter.

First issue was that the picture didn't completely fit the screen, and there was black lines around it. I solved this by going to Catalyst Control Center and adjusting the Scaling Options to Overscan.

The second issue and the subject of this thread is there are lines of white shadows right next to each lines of text. It's just a small area where the color is slightly lighter the background. I took pictures. It's hard to see on the photos, but maybe it'll give some idea.

I didn't have a problem with the screen a few days ago when I had the old HD6850, so I don't think there's anything wrong with it. So I'm guessing the problem is because of the converter.

If so, how do I go about fixing this? I'm planning to replace the screen in a few months but I have to save some money first. If I play around with the monitor's options maybe, can I fix this with my existing converter? If I have to replace the converter, what should I buy? I would appreciate if someone who had maybe experienced similar problems could give me some guidance.

Your issue is most likely your converter and maybe the VGA cable. What you are seeing is either a video bandwidth issue or a bad digital to analog converter. Either get a DVI to VGA adapter, a better HDMI to VGA adapter (worst method) or replace the monitor with a newer one with digital inputs.

You should get maybe $50-80 for your current 22" monitor, a new one that size should be under $200. Or buy a used monitor with digital inputs, will not be much more than playing with different adapters.
Just as a quick test for the monitor:

What resolution is your Windows Desktop set to? The Samsung SyncMaster E2220N prefers a resolution of 1920x1080 or an evenly divisible resolution of that number. Try setting your desktop resolution to 1920x1080 to see if that corrects the problem.
 


It was already 1920x1080. And I've been using it that way since I bought the monitor. Though, I just tried lowering the resolution instead and that seems to help. At 1600x900, the shadows became less noticeable. At 1280x720, they seem to have disappeared entirely.
 
Have you checked the cable and converter for dust and debris~? Occasionally particles can cause strange graphical output. Also, ensure they are all firmly and securely attached.

You may wish, for purposes of testing, to disable the Catalyst Control Centre screen stretching option as that will cause a certain amount of image distortion itself. Before you enabled the screen-fit were the white lines visible?
 
No dust or debris that I can see. And I just made sure it's attached as securely as possible. The problem exists with or without the scaling option, and there is no change in the severity of it when I make adjustments there.
