Horribl fps in ARMA 3 with top-tier hardware

My computer has an i7 3930k and a Titan X, and 8 gigs of ram. When I play arma 3 I get roughly 25-30 fps on the lowest settings. I know it's not a server problem seeing as this happens on every server and singleplayer. All my other games run perfectly with over 60 FPS. I know the game is badly optimized but even still, there is really no excuse for a game to run below 30 on the fastest video card around. Plus, my friends all tell me they are getting ~50 fps.

Check drivers, direct X, windows updates, make sure you are not running 4K dsr or somthing crazy like that. 3930 is not top-tier for gaming. 3Ghz is not fast enough for(badly optimized) 1-4 thread games. Arma typically uses 2 threads. I have an i5 4690K OC @ 4.2 with SLI GTX760 and pull 40-60fps at high to ultra in online multiplayer--so it has to be a software/hardware issue with your rig.
