Horrible FPS and hitching in Planetside 2 with a good system

I have been playing planetside 2 for about 2 years now, and after UPGRADING my system from:

Mobo:BIOSTAR TA970 AM3+
CPU: FX 4300
Ram: 8Gb DDR3 1600Mhz
GPU: GTX 650
PSU: some crappy 480W psu that came with my case
HD: WD Blue 500Gb

to:

Mobo: MSI 970A-G46
CPU: FX 8350 @ 4.3 Ghz
Ram 8gb DDR3 2133Mhz
GPU: GTX 970 EVGA FTW
PSU: Arc 750W from Rosewill.
HD: WD Black 750Gb

I upgraded at the beginning of 2014 and got the graphics card later that year when they were released still using the 650 at the time.

Now, my problem is that after playing planetside for a couple months WITHOUT changing any graphical settings I get about a 20 FPS decrease in my performance in this game with my new system. Aswell as hitching that is unplayable. http://youtu.be/jdpdJcAlSoY I crush games like battlefield, arma, and warthunder, but when it comes to this game. IDK Shitty programming or defective hardware? If you lovely ladies and gents would like to give any possible.

Solution
Right it doesn't solve the problem but it does help in the fact that it's not your setup just the GPU and that's nothing any of us can fix short of a new driver release.
not sure why you would be getting less fps now but i did see a video showing that planetside 2 just does not play well on fx cpu.. was like half the fps of a i5

 
You're not the only one. If you search around you'll see others with 83xx and higher along with i5's and i7's having the same problem. Basically it's a known issue due to low GPU utilization. Search online for gtx 9xx low GPU usage and you'll find plenty of threads on the issue and apparently this has been a issue since release.

People are fast to point the finger at the CPU as a bottleneck but that's not it at all.

Anyways, thanks for letting me know there isn't really anything i can do, better then hoping and getting nothing.
