Horrible FPS in games

I suddenly started getting horrible fps.

Windows 10
Intel i5 4670K @3.40Ghz
Sapphire R9 290 Tri-X
16 GB RAM

I even tried new thermal paste but didn't help.
 
There's nothing wrong with your specs; should be performing great. Sounds like some other process is running on your computer and hogging all the resources. A full reinstall may help, but before anything that drastic, perhaps see if you can identify the offending program and disable it. (Viruses are also notorious for doing this, but the principle is the same).

Also, if the games you are playing are online, it could indicate issues with your internet connection, especially if you're playing over wifi. Any of that apply?
 
Sadly the games I tried are Risen, Risen 2 and Witcher 3.

They all give less than 20 GPS.

I have not tried a fresh install but as I have no Internet connection I can't either since I would need to reinstall the games.
 
drats that is bad try to get a backup drive to be able to solve your problems in case you cant do the normal way i learned that the hard way anyways did you check temps, av, malware and antispyware ?
 
I do not think that this has anything to do with Windows 10 since I had Witcher 3 issues on W7 as well.

The problem went away after I replaced the thermal paste but only for a few days.
Then it came back.

This is why I thought that it must be thermal paste so I ordered new one and tried it again but it did not help.

Please take a look at these 2 pictures and tell me if I have put thermal paste on correctly.

Thermal paste shouldn't have anything to do with it, unless the CPU is getting so hot that it's being throttled to prevent overheating. Have you checked your temperatures while gaming?

The paste maybe looks a little thick, but not enough to be alarming. In any case, checking your temperatures is the way to rule that in or out.
