My Family got a new router about 2 months ago and since then ping is about 400-700 in games, but sometimes on weekends is 30-50. The routers name is Technicolor TG582n and I'm using wired connection. How can I make sure that this is routers problem?

On router only devices I suggest bypassing the router and plugging directly into modem to test, but in your case you have a modem/rotuer combo.

schwatzz pretty much covered it on what you can check between dns and mtu settings.

You can convert your router/modem into just a modem and use your own better router but apparently the process is not as easy as it is on most units: https://community.plus.net/t5/Broadband/Using-the-Technicolor-TG582n-in-Bridge-Mode/td-p/901808
Without "bridiging" the modem to funciton as modem only, pluging another router in will in no way remove the bottleneck.
