Question Hosts file keeps deleting after every restart

Hello there
So every time i restart my PC there is a cmd window pop up with "couldn't find hosts file" message
i tried to create a hosts file with its content and put it on the default location, but as i said when i restart my PC the message is shown up again and the file is deleted
any ideas how can i fix this ?

Some security programs try to take over and control this file, but they shouldn't delete it. If you are using any AntiVirus besides Defender, try disabling it or temporarily removing it to see if that helps.

If not, then it's likely a startup program that is deleting the file. You might want to consider doing a Clean Boot. Warning: Be sure to check the box to Hide all Microsoft Services. You do not want to disable Microsoft services.

I didn't have AntiVirus software but anyway i did the clean boot and it didnt fix it

You should be using windows built-in antivirus.
It looks like your system is infected with something that wants to hijack that file

Yes i'm using the windows defender and the problem is exist
but i scanned the PC with Dr.web and this didnt fix it
can you suggest me any solution
