hot 1800+...?

i currently got an 1800+ palamino (gonna pick up new system on monday) with the stock hsf.... and it was rebooting for no reason, i thought it was the dodgy power supply at first.. (really low amps on 12v rail... like 10amps) then after rebooting i went in bios and the cpu temp was up at 69C which was probably my problem... so i took the hsf off and it was covered in dust... cleaned it all up and stuck it back on... now it stays around 50-55C... which still seems a little too hot for australian winter like 10C-20C depending on the day... this winter has been a bit warmer than usual (global warming?) anyways is 50-55C still too hot? or is that fine for a palamino? gonna oc new system (gettin 2500+!)...
