hot cpu i7 7700k

so i have i7 7700k processor, h1100i v2 cooling, replaced with Noctua NF-F12 PWM Cooling Fan running 100%. power supply is EVGA SuperNOVA 650 GS 80+ GOLD, 650W, here is the temps when i'm not overclocking no xmp profile as well, running prime95 https://gyazo.com/42812f6f36b711fd759801bd0cd9b6b4

this is with 1.170 voltage which is nothing and its running this hot, when i oc to 4.8 and like 1.34 voltage it will hit 95 degrees, i have replaced the thermal paste 3 times now, first two times artic silver 5, and now this last time im using artic mx-4.

cooling is running 3k rpm on the pump, 1500 on cpu and mb fan

Seems a little off. Even the idle seems a little high.

I'm running 1.39 volts with admittedly a lot more cooling, but seems like you might need to de-lid and re-apply thermal compound inside the CPU.

I've seen people on here running an Evo 212 with the chip at 4.8Ghz with relative ease.

I'm running a 7700k with a 212 evo and I can hit 4.8ghz 1.3v vcore, max temp was 85c after a half hour in aida64 stressing CPU, FPU, and cache.

Your cooler should do much better than that I would think. What are you using to stress test? Can you hear the pump of the cooler running? Are you sure you mounted it properly?

That is hot for a 240mm rad..The problem is Intel puts bad thermal paste under the IHS(Integrated Heat Spreader) and that's why many people take it in their own hand to delid the CPU and apply some good thermal paste. AMD doesn't have this problem as they use solder instead of thermal paste.
I wouldn't recommend delidding your CPU, the risk of death is high and the margin of error is VERY SMALL.
