EDIT: It gets up to 100C.

Ah, the ol' Mac Mini. This sounds like a possible fan failure or she is full of crud.

Have you opened up the system? If so, what, if anything, did you find?

I would image this system still has the original thermal compound (unless you changed it) from when new (material between heatsink and CPU itself).

recomend using mx6 thermal paste with cleaner.
be careful as it will be a exposed die since its a laptop style chip if you overtighten you can crack the die
