HOT FX 8350 / high cpu useage

for quite some time now ive noticed my FX 8350 8 core getting pretty hot.

my current setup

AMD FX 8350 4.0ghz

ASUS Crosshair V Formula-Z AM3+ AMD 990FX motherboard

16GB G SKILL SNIPER 1866mhz
with G skill ram cooler

1000 WATT AZZA POWER SUPPLY

kingston 120GB SSD

1TB SEAGATE ( solid state hybrid drive)

MSI Radeon R9 390 8GB

my cpu sits around 30-40C IDLE Under load it jumps up to around 45-50C
i re apply my Artic silver 4 every 4 months ( yes probly overkill ) but thats fine.. i couldent belive it when i reapplied it 3 time in the past week trying to lower my temp. thinking maybe i messed up. but nope. apprently my cpu is just running extreamly hot. even with the Corsair H100i Water cooler

That and ive noticed Increased CPU useage.. on games ive never had a problem with. The division im anywhere from 60-80% useage if i have everything closed. moment i wanna run something els. it reaches in the 90-100% this is unlike my 8350 and it just started recently happening. could it be my CPU starting to bite the bucket. is it my CROSSAHIR starting to break itself. ive got other motherboards. and other cpus i can try.. but i dont want to have to waste anymore Artic silver 4 then i have 2.

currently im at a halt for live streaming untill this is fixed. as my FPS drops from 100+ no matter the game i play to 5-10FPS in a matter a seconds then goes back up to its normal 100+ sometimes it freezes my entire screen. for 1-3 seconds then goes back up to the 100+ ive tried all my other parts in a diffrent pc and nothing seems to be working last 2 parts is my motherboard and processor. but idk where to start.

games like H1Z1 now cause my CPU to go up to 50-60% useage. ( NOT STREAMING ) when I use to Stream it at 30-35% useage 720P 60FPS bitrate of 2200-2500 buffersize.. i havent even attempted streaming because i could see it going up 80% useage no problem theres a problem somewhere and im hoping someone could give me an idea where to start or point it out for me!

50 celsius is actually pretty low for a CPU under load. If I recall, the 8XXX CPUs are fine up into the 60s at least before throttling is even a concern. The rest is pretty puzzling and I would verify that you're running at the clock speeds you think you are and that you're running all cores.

i reset my bios back to defaults.. verifed that everything is how it should be. and its still giving me the same problem i think maybe my CPU might be going outta wack

Can you record your CPU temps while playing in game or doing a stress test? Maybe your water cooler pump is failing.
