Hotel wifi has strong signal and is connected, but no internet

To make it worse, my Win 10 doesn't even tell (at least most of the times) that there is no internet coming. It's a random thing, it may not work for hours, and then it works for hours... I'm hotel staff, so I don't have any other option (Three mobile worked well in the summer, but now it doesn't work most of the time).

What I don't understand, is the wireless gateway. It's not local, 192.168. It begins with 172. When internet doesn't come by wifi, it doesn't even respond to ping. Though it shows high signal strength.
Why is the wifi gateway not local ? Is there any workaround for this ?

I think the best way to solve this would be to contact the company that set the network up, they should have some people experience in that field who can assist you, has anything changed at the hotel? - If not your best bet at solving this is contacting the company that set it all up.

No, nothing changed, and nobody touches the networks. There are two of them, one for the staff, one for the guests (the one for the guests is worse)... There is no traffic congestion either, this is a hotel for retirees, people aged 60-90, so they don't even care about... I just don't understand why the network doesn't answer to ping most of the time. It's an 802.11n, wlan netsh show interfaces says 62% signal...

Just a quick heads up, the gateway is still likely a private address (172.16.X.X-172.31.X.X is a private address range). Either way, this is likely not an issue. Considering it is likely a 2.4Ghz signal, traffic congestion and interference (other networks or microwaves) can have a high impact on your connection.

EDIT: Just saw that you don't have an IT department. Download an app on your phone like "Wifi Analyzer" to see if a 5Ghz Wifi connection is available. Many laptops don't support it without a third party Wifi Adapter

Ok, I downloaded a wifi analyzer on phone, and it shows several channels, their network names and Dbm strength. Now the question would be, is it possible to tell the adapter to connect to a specific channel ? Still don't know how to see which is 5 ghz...

I have a gaming desktop with 2.4/5 ghz adapter with external antennas, so reception is far better to what my 4-year old phone can do. Today I'll be getting an USB hub and 3 dongles. There are two doors leading to my room, with a small 1 sqm lobby between, where I plan to put the USB hub and the dongles. Already got Speedify from Connectify and will use them simultaneously (love this channel bonding thing). Not sure how is it going to work though via USB. I suspect even my tethered USB connection doesn't work well, even after I dropped the 4G MIFI Ethernet...driver in the favor of the USB RNDIS6 (yes, USB tethering was, and probably still is, below wireless tethering, at least this is what happens with my stuff).
