House lights flicker, UPS makes clicking sound

Lately I've had some problems with the power in my house, lights will flicker rapidly at random(to be more accurate the dim for a few milliseconds a lot of times in a secons).When it first happened my psu would start clicking and I shut my pc off and ordered a ups to be safe.I got a CyberPower CP1500PFCLCD a 1500va line interactive pfc pure sinewave ups.In the meantime I called an electrician that tightened some fuses or something and the problem was fixed for about a week but then, again, at random (but most of the times when I turned the pc on) the lights started flickering again.Now when that happens the ups makes that same intermitted clicking sound but my psu sound fine.I still close the pc to be safe but I wanted to know if my pc ia in any danger when the lights start flickering. (also my ups says it receives a steady amount of volts from the wall but still makes that clicking sound when the flickering occurs)
 
Solution
The clocking sound is a relay switching from mains power to battery power and back. The likely voltage drops you are experiencing are from the mains supply and may be very brief.

The other alternative, which your electrician should have noticed, is if you main supply is too small. Our last house was old and had only a 50A main, which is crazy small today, we upgraded to 200A. Our current house was only 100A, and we have upgraded that too to 200A.
