how a gpu core works while idle?

I have some questiones about how a gpu works... Is a gpu core doing tasks while idle? What about when windows starts ups? If the core or the socket where dameged would it affect your preformce while idle? Or would only affect high rendering applications like games? Would the Computer even turn on?

as long as you have something displayed, the GPU is doing stuff. It downclocks the memory and core for 2D stuff, like Windows and may only hover around 5-10% usage, but it's still working away.

Any damage would show up in Windows.

Something that only shows up during gaming, it likely to be to high core/mem frequency, wrong core voltage or to high temps.
