I'm building a new PC soon and I've thrown this together based on ratings/reviews. I was going to do a 2080 TI, but with the 30xx series around the corner, I'm planning to hold off with something smaller with the 2070 Super. The idea being to upgrade the GPU later and just make a solid "future proof" setup.

Both Intel and Nvidia are scheduled for launches this year. Intel next gen. should come very soon...

Pretty good build overall but you can do better for that budget if you do not stick to a single vendor...

There's no reason to buy a 9900K right now since, hoping all goes well, that the 10900K will available soon which will mean all new motherboards. It's kind of a weird time because hopefully the market should pick back up and then we will see the 10900K hit shelves soon.
Ok but how long is "soon"? Like 1-3 months, or is it projected to be longer?

Allegedly mid October. If you can't wait that long it is understandable. Ryzen 4th gen should be out sooner than that.
The main question is, will sticking with the I9-9900k have the potential to bottleneck the 30xx series?

I don't follow anything related to news/precedents in the computer world, but as long as it doesn't, I don't see a problem for going with this setup for gaming.

The 9900k is a very powerful processor and wont be bottlenecking anything even beyond the 30xx series. But the point of waiting is that you get more performance at the same price or same performance at lower price. But its understandable if you cannot wait, and totally your call.
So, to answer your question, the 9900k should be more than fine with the NVidia next gen. cards.
