Question How are home racks typically secured from moving or falling over?

How would a half-height or full-height rack typically be prevented from falling over when a server is pulled out or moving during an earthquake? I know heavier equipment should go on the bottom, but still it seems like a heavy storage server would shift the CG significantly when pulled out. Is there anything special/pre-made or should I just get some sort of slotted steel bar at the hardware store and try to attach the top of the rack to some studs or something? I'm not sure in my case trying to bolt the base into the floor is an option. Where I live it is code to have the water heater strapped to the wall studs.
 
As above. All corners bolted directly into the floor joists and two extensions running from the upper back corners to wall joists. Do not bolt to the wall or floor using those expanding drywall fasteners, they will pull right out of the wall/floor (as well as not being to code). Leave room behind to get to cabling
