How are these specs?

I'd like to see if everything's up to date, as I've been noticing some lag spikes in games like Rust. I'm unsure if it's my motherboard that's too old, or me CPU bottlenecking. Some advice would be lovely

GeForce GTX 1060 3GB
Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz
3.2 GHz Performance Rated at: 7.14 GHz
Ram 16 GB
 


PSU and Gtx 1060 is brand new, so I wouldn't expect those to be the cause. Must be either CPU or GPU, but I'm unsure how to locate the issue
 


CPU seems to be really jittery and jumpy. GPU seems pretty stable. Tested both inside and outside of several games
 


No frame drops apart from the brief half second spikes that basically freeze the screen.
 


I haven't switched my CPU out at any point. The one in the PC at the moment is Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz. I upgraded my Graphics card and power supply, since the other PSU didn't fit the GTX 1060, everything else is untouched
 


What is that PSU?

That most likely could be the problem I feel. It is not the greatest quality unit and is one of the worst from Corsair's line. Usually, when the PSU is bad the PC just shuts off during gaming and that is not happening here but I have a pretty good feeling that is the problem.

Try updating your drivers to check.
 


My apology. I'm not very good with PCs if truth be told. I just checked the old graphics card, and it was indeed an amd. How would I uninstall or whatever needs to be done with the possible remnants?
 


Boot into Safe mood and use DDU, http://www.guru3d.com/files-details/display-driver-uninstaller-download.html, to uninstall all AMD and Nvidia drivers, then reboot again. Now install Nvidia drivers.
 


Done and tried. CPU and Memory is still spiking every 30 seconds or so
