How bad is this?

So uh... I am currently in a call with a friend and showed him this picture of my CPU spiking and the temperature, and he told me it is really bad.

Might i mention, all i was doing is on a skype call with him with screensharing?

Then i ended the call and turned off skype and the rest of the programs, and got this...

I just wanted to know, why is the temperature really bad and why is the CPU spiking so much on such little tasks?

I have a cooler master cpu cooler+heatsink (No idea which model, the whole PC is 6 years old) and i have silver thermal paste.

CPU: Intel Core 2 Duo E7300 2.66GHz

I also recently cleaned out dust, so i dont see why that should cause an issue, could it be by any chance that the fan is really old and might have slowed down, as well as the PSU being over 6 years old? I will soon buy a 400W PSU after i get an answer from a question i posted in the Power Supplies section, and after that i am going to get this http://www.newegg.com/global/uk/Product/Product.aspx?Item=N82E16835200054 for my CPU. Would this help the temperature dramatically, or should i invest in perhaps a better case, since mine has no fans.

*My CPU was a used one from ebay that i got cheap for £6, so it might be outputting too much heat, but i cannot afford a different one, so a new CPU would be really hard.

**Sorry to bombard you with questions, but would this http://www.ebuyer.com/630130-xenta-computer-case-black-ebb1y60 be a good cheap case?
 
I put in the new CPU along with the thermal paste around a week ago, so that shouldn't really take an effect, although, i was a bit lazy and didnt bother to scrub off the previous thermal paste stuck to the heatsink and only brushed it with a towel, then put a dab of the new one on the CPU, would that be the case?
