Sounds like you already decided. You will be fine with that so just get it.


Well, not saying you can do much better with your budget but I wouldn't call it a beast. A very decent build for your usage yes, but not a beast.
Just consider that the mini GPU you card you selected, those mini cards tends to be loud because of a small cooling solution.
 


You could save up a bit more and then go with I7-8700K as that is quite a bit better performance than the Ryzen 1600. However that also comes quite a bit more expensive.
 
In terms of performance, obviously the GTX 1070 will be better than a GTX 1060. But the Zotac mini card will, like any other mini cards, be noisy due to a smaller cooling solution with only 1 fan that has to spin with higher RPM to give same airflow as those full sized cards with 3 fans.
 


Well, yes there is. But if it's just for 1080p 60Hz gaming the GTX 1060 will be enough, the 1070 will however have better longevity though.

..And no, it doesn't work like that. You cannot just add more case fans to keep the GPU fans more quite. It could help a bit obviously but not enough to make the card silent.
 


If you can find $40-50 more in your budget then go with something like this

Or simply save money by selecting a GTX 1060 and use those money towards I5-8700K instead.
