How big of a PSU do I need?

Gigabyte GA-Z97X
Corsair Vengeance 16GB(4x4GB) 1600
1TB 7200 RPM drive
Gigabyte R9 280X
LG CD-DVD RW combo
3 case fans

Will a 650W do it?

A decent 550Watt PSU from a good brand like XFX, Antec or preferably Seasonic will do

Quality 550 watt will handle it 650watt gives you more overhead for overclocking and so on.
