how can get to moniter properties when have no picture on screen

if this is a new build...no os...there bios boot screen then nothing...the mb may be switrching from gpu to the onboard video port. quick test is move the video cable to onboard or gpu ports see if the video pops back on. if the pc has an os and it boots passed the bios screen and you see the windows logo and then nothing...someone may set the video output higher then the monitor can support. (newer monitor will go from green to amber) or have a message says out of range. the easy fix power on hit f8 go into safe mode set the video output to lowest settings and reboot.
if it a new build and there was a bios boot screen and now there nothing..check to see if video port on the mb works. if not power off the pc and reset the cmos to see...
