Question how can i change app access on windows

It depends on what you call "app". Most traditional Windows applications install "globally", that is they are available on everyone with user account on that PC. Some of these applications allow for "custom" install, where they install for logged-in user only. On some other applications, you can choose "Custom install", and install them in your own profile folder under C:\Users\<your name>, and move shortcuts to be available to you only.
I think that Windows-store apps are installed for that user only.
