How can I factory rest my Inspiron 13, 7000 Series

When I turn my laptop on, all that comes on is:No Boot Divice Found. Press Any Key To Reboot The Machin

If it says "no boot device" rather than "no operating system", you probably have a broken hard disk. If Colif's method doesn't work, you will need to replace the disk, which can often be done for free during warranty time
you need to download win 10 from here: https://www.microsoft.com/en-us/software-download/windows10/
create installer on another pc and change boot order in laptop to match USB or DVD

dell factory reset needs windows running first, kind of silly. the only real option is a fresh install from where you are or we can try a reset
boot from installer
on page after language choices, select repair this pc, not install
select reset, two choices - keep files and settings or wipe it all. I suggest 1st

since you on laptop, there could be a factory reset option as well. It will put win 8 on though

That usually does nothing, especially if the OS is corrupted or the disk broken. Only time that would work is if the mSATA became disconnected, which is highly unlikely in a 2in1 tablet
