Is this all new at once?
Has anything recently changed?

Green lines are usually caused by a monitor failure or by a gpu failure.
What are the rest of your specs?
Particularly motherboard, cpu, gpu and psu.

Start with checking hardware.
Can you test with a different monitor?
Or, can you use this monitor to test on a different pc?

Can you attach the monitor to a different graphics adapter?

Can you get into the bios screen? does it display normally?

Startup repair is entirely different and is unrelated to strange lines, more likely it is windows related.
