How can I format my HDD?

I have a Seagate 1.5 TB HDD which I want to format. During the Installation of Operating System on the part where I was creating a new Partition, I accidentally shutdown my desktop. So the partition where not completely finish as my desktop turn off. My problem is I cannot use my hard drive because when I was creating a new partition I also did a mistake in calculation and typing no. which the system become 100MB and the other partition is 1397MB. And also during the process of the partition my desktop shutdown accidentally which cause not complete partition.
So I plan to reinstall the operating system again. Another problem is I always stuck on "Setup is Starting" I tried to clean my HDD using diskpart and delete partition using command prompt but and error message is showing after I enter the command.."diskpart has encountered an error i/o device error"..
Can some one help me to solve my problem? I really need to fix this immediately..thanks for help!

gointo bios, boot from cd rom, then start the install again. I think it's currently trying to boot from the hdd.
