how can i get an external IP for my device ?

my problem in short - is that i am connected to local network that share Internet to all devices
so this network has one external IP address - and all devices are behind the router firewall with internal IP's

Now if i want to for example - get someone to connect to my device - i must configure the router and open port to direct connection to my device - but my network admin don't want to do that as he afraid that it might make his network vulnerable to external attacks - and i understand his need

but can't i get for myself an external ip to receive connection from outside like hosting online gaming ?

i heard that i can use VPN but as i know it is the same Ifor all devices on it
also i heard about Vlan and something like rent online computer from amazon or something

what is the most reliable way to get this - an IP that anyone can connect it to my device while iam still in my network (Not available another ISP in my area )

Also it would be Nice if you can tell me how to do it in linux - but anyway i can know the method in windows and find the same in linux
