How can I get my PC to post? It still is on, though fans stop spinning and it won’t post.

I just built my PC yesterday, and I haven’t been able to get it to post. Here are the specs:
EVGA 850g2 80+ gold
Rx 570 8gb
Intel Core I7 990x extreme edition
ASUS rampage III extreme
16gb ddr3 gskill ripjaw 4x4 kit
Seagate baracuda 1tb (2.5in)
Inland Professional 408gb SSD
Corsair H100I v2
Corsair Carbide spec-04

Though I don’t yet have the HDD and SSD hooked up, everyone is saying it will still get to the bios screen However, My PC’s fans start spinning for about 2 seconds, then they power off. But, my motherboard still stays on and there is a flashing red light. I’m not sure what this indicates, but the manual I found online said this indicates the PC is asleep. Also another thing, my PSU does not have a discreet PCIE cable. Though, it has multiple VGA and CPU power connections. Is it possible to use these to power my GPU? Please help, thanks.

your motherboard should have LED lights for debugging or a display showing an error code that can tell you want the problem is

Thanks guys, already got it fixed. Turned out to be a DOA power supply.
