Ummmmmmmmm.

Put it across the +12 and -5 volt rails?

That's 17v, right?

If that doesn't max it out, then that fan is failing and needs to be replaced.

Or even better, I just looked at our power supply here, and there is a +12 and a -12. An entire 24 volts if you really get the urge. Probably not good for the fan though.
 
That's why I only said 17v. Nearly every fan will run at that, but the vast majority will just melt down, or schrapnel, at 24v.

In fact I’m running it now at 4000 rpm. I just raise the speed for gaming or watching movies.

I feed the fan with an external source (regulated) so I can change the voltage easily.

You would be able to hear that fan across 3 suburbs!
At 9000 rpm it sound like a hair dryer, but didn’t try that speed for a long time, so don’t know about motor overheat.

mmmm ditto. 80mm 5000rpm delta on dual serial rheostats. I get 2800 to 5000 rpm.

If you were using an external source you could raise the voltage even more than 12 V in order to get rpm’s higher than 5000. …… and also remove some load from the PSU.

In my case this source is 1.5 to 15 V.
