How can I get this to POST?

Hi! I have been in hell here for the past month working on a build for a friend. He purchased the stuff, and as far as I can tell it should work, but it will not post.

He actually bought a 7700k but the motherboard needs a bios update to support it so he bought the Celeron to do that.

When I try to start the pc, it turns on, but the motherboard has LED's that show issues with VRAM, CPU, and VGA. The CPU and VRAM lights both light up. I have tried running just a single stick of ram in all 4 slots separately and still nothing. I have tried multiple different sticks as well. We even RMA'd the board back to Newegg who replaced it, and it is still doing the same thing.

I have tried it with no gpu's in, just using the onboard video from the Celeron and still nothing. I even tried just for the heck of it starting it with the 7700k in it and still no go, which I figured since the bios needs updated for it. However, since I can't post it, I can't update the bios. What can I do here, I am really in a bind?

EDIT: I didn't include the drives or case or anything as I didn't think they were relevant. We have a 250gb EVO 850 and a 2tb barracuda. The case I am not 100% sure of as it is one we are reusing. It is a Thermaltake mid tower.

EDIT 2: I tried starting it with no ram in, just to see what the LED's say, and just the VRAM light turns on. Doubt that is relevant but I am adding it anyway.

EDIT 3: I used a jumper cap to reset the CMOS. Still no luck.

As far as I can tell, I have done everything possible. I even tried my own power supply, which is the exact same one he has, and it still does it.
 
A friend of mine has a working z170 rig that will let me try it on, but he lives a couple hours away so I have to wait until Monday when I have time. I normally have other mobos laying around for testing purposes but my personal rig is still rocking a z87 board and a 4770k. Haven't really found the need to upgrade yet. Anyway, I appreciate the input and will update on Monday.
