How can I improve my budget gaming build.

I am building a budget computer for gaming,MOVIES,downloading,photo/video editing,2D game creation, and normal internet browsing. I would like to make my build a bit cheaper(if you can suggest parts that are cheaper and better or the same,but cheaper).
Also these fans are a max of 950rpm is that to slow. There are 7 fan ports, should I use them all.

The HD 7870 is the same price as the GTX 650 ti Boost after a mail-in rebate and that cooler will help with overclocking. Also, the PSU is of far better quality and will be more than enough for even an SLI setup.
