I'm so sorry if I was not very specific as I am not very familiar with computers at all.

I know the cooling is absolutely trash but I've been doing as much research as I can and I think this would be the best place to find advice. I usually can run Fallout 4 on 50-60 fps on high with anti-aliasing off (however it does drop to 30 commonly) however I feel like there is so much room for improvement.

With Christmas coming up I've saved up a fair bit so money is not really an issue.

Incorrect, his mobo would support a 4790k with bios update p 1.40. Skylake is a huge waste of money when you already have haswell...

What would you recommend for cooling , I am looking into water cooling for both the titan and the cpu

Not worth the money for the performance gain. It would cost alot and require alot of maintenance for a small performance gain. Not to mention its just a pain in the ass to buy and install all the needed parts.

You can go like me. I went for i7 6700k (skylake) with this cpu you need new motherbord(z170) and ram (ddr4).
As for cpu coolers go for Noctua NH-D15 it cost more lesss 70£ this cooler is epic. It beat water coolers up to 150£.
Intel i7 6700k cost more less 340£.
New mobo z170 form 100-300£+.
Ddr4 ram 60-150£+
SDD 500Gb drive 100-150£
There is no point buying the i7 4970k your mobo will not support it ether so go for i7 6700k price will be little higher but worth the price.
The only MUST buy form my list is noctura that cooler is fantastic but keep im mind that its huge check your case if it fit it.
