Question How can I increase my download speed

When I open my task manager it shows that when I download something I use only 1.3% of my network. How can I make this percentage higher

Unknown. What WAN speed are you paying for? What speed does speedtest say you are getting?
That 1.3% may be a consequence of having a gigabit ethernet connection to your router but having a much lower WAN speed to your ISP.
