How can I Install Bluetooth 4.0/LE/Smart on Windows 7

I have multiple Logitech devices that require Bluetooth Smart (also known as 4.0 or LE)
I am fully aware that Windows 7 does not include native support for Bluetooth 4.0.
I am using a USB Bluetooth 4.0 Dongle; my device manager names it: Broadcom BCM20702 Bluetooth 4.0 USB Device

I have been going nuts trying to find a way to get Windows 7 to support Bluetooth 4.0; I'm assuming it's a driver or some piece of software but many hours spent intensively googling have left me with bupkis. I cannot get the Bluetooth LE Enumerator to show up.

Can anyone help?

The driver for the dongle should have the support to connect the devices since that is what provides the bluetooth version. Aside from that, did you check with Logitech for what they suggest? Listing what you are trying to use may help also.
