Yes. To activate Win 10 on the second system, you'll need a second product key, or you can use indefinitely un-activated (with very few limitations).

You Don't Need a Product Key to Install and Use Windows 10

As USAFRet said, you can likely use the Win 8 key to upgrade one system to Win 10. However, you won't be able to re-use the Win 8 product key on a second system.

Currently, you have:
1PC
1 Win 8 license.

You can probably use that Win 8 license on a new Win 10, but your current system then has no OS license.
You don't get to use that same license on 2 systems.
